New Community Fire Station for Preesall

The £450,000 project represents a significant financial commitment to the local community and will see a state-of-the-art building which can truly be called a Community Fire Station, since it will offer community meeting facilities, provide an office for Lancashire Constabulary’s local policing team and will incorporate a Surestart Drop-In Centre.

On the prospective return home tomorrow (Saturday 23rd January) of the eight Lancashire firefighters who have been a part of the international search and rescue effort in the aftermath of the earthquake in Haiti, Chief Fire Officer of the Lancashire Fire and Rescue Service, Peter Holland, says:- “I am immensely proud of the contribution our rescue team has made by responding so selflessly and so well to the dreadful tragedy of the Haitian earthquake.”

Barn fire in Cockerham
12th January 2010
At 11.50pm on Monday 11th January 2010, firefighters were mobilised to a barn fire at Moss House Farm, Gulf Lane, Cockerham. The remoteness of the location from a usable water supply for firefighting purposes necessitated the implementation of a water ‘relay’ in which a fire engine at the water source (in this case a fishing pond at a local caravan park) pumps water to the next fire engine in the chain, then to the next and so on until a reliable supply is available at the head of the chain, where it is directed onto the fire.

Rain Prompts 999 Calls Caution

With protracted spells of heavy rain and the prospect of flooding, the Lancashire Fire and Rescue Service is likely to get an increased volume of calls to its 999 Control Room. Most calls in respect of flooding are not true emergencies in the sense of endangering life or with a significant risk of property damage, but such calls can potentially jeopardise the Service’s ability to deal with fires and rescues as a top priority.

At its meeting on 16th February, the Lancashire Combined Fire Authority agreed the budget for 2009/10. The budget has been set at £61.482 million, an increase of just 2% from the current year. For a ‘Band D’ property, the council tax will be £62.41, an increase of 3.74% and in cash terms this is an increase of £2.25.

Fire Service League Table Determines Lancashire Fire and Rescue Service is ‘Improving Well’

As part of its annual ‘health check’ of the 46 Fire and Rescue Services in England, the Audit Commission has today published its findings for 2008/09. In overall terms these show that the Lancashire Fire and Rescue Service is defined in Audit Commission terms as ‘Improving Well’. The judgment also shows improvements in how the Service delivers its fire and rescue services, awarding it a rating of ‘performing well’ – consistently above minimum requirements.

Decorative and scented candles and aromatherapy oil burners are a common part of the domestic scene all year round but are likely to be more in use in the winter months and are often given as presents at Christmas. This year, Lancashire Fire and Rescue Service is urging people not buy candles for those who are vulnerable, and discouraging those who are vulnerable from using them.

 

Lancaster Firefighters Victorious At World Firefighter Games

Two firefighters, based at Lancaster Fire Station, have won gold medals in the recent World Firefighter Games. Lindsay Littlewood and Phil Turner won the medals in boxing and rowing respectively, at the Games which were held in Liverpool. Contenstants from all over the world came to Liverpool to take part in competitions such as football, althletics and photography.

BONFIRE UPDATE

Fire crews in Lancashire have had a quieter few nights following Bonfire Night on Wednesday. As public bonfire and firework displays continue over the weekend, the fire service has been called to 74 out of control bonfires since Thursday 6th November.

Attacks on Firefighters
6th November 2008
Last night, a group of youths threw a brick at the window of a fire engine on the way to extinguish an out of control bonfire. Unfortunately attacks on firefighters are not uncommon and during 2007-2008 there were 50 attacks, which is an increase compared to the year before. However, this should not be interpreted necessarily to be an increase in the incidence of attacks so much as a reflection on the work done by the Lancashire Fire and Rescue Service to encourage its staff to report incidents.

Firefighters Rescue Three People From Blackpool Flat

A blaze in a block of flats on Park Road Blackpool prompted a desperate 999 call at 4am on Wednesday 29th October from someone trapped with another adult and an infant in a 1st floor room above a ground floor engulfed in flames. More than twenty residents were able to make their own way to safety when the fire alarm in the building sounded, but a man, woman and child did not manage to do so, their exit cut off by smoke, heat and flames.

Summer Nights Competition Winners

10 lucky winners have been selected to become a firefighter for a day at Lancashire Fire and Rescue Service’s Training Centre at Washington Hall in Chorley. Introduction Working in collaboration, the Fire and Rescue Services of Merseyside, Lancashire and Cumbria have created a Private Finance Initiative Project to construct 16 Community Fire Stations in the North West of England. The Project is progressing through the PFI process and has gained support from the Department of Communities and Local Government (CLG) and the approval of H.M. Treasury’s Project Review Group.

Alcohol Fire Warnings for Lancashire Residents

After a night out, many people think about having another drink, lighting a cigarette or getting the chip pan out to make some food. However, alcohol can cause drowsiness, which may prompt some people to fall asleep. Intoxication can make people less alert to signs of fire and can heighten feelings of disorientation, making it difficult to escape. It only takes one act of carelessness when smoking or cooking, to result in someone losing their home, their possessions or ultimately, their life.

Think! Don’t Drink and Drive

Lancashire Fire and Rescue Service’s latest safety message in conjunction with Operation Summer Nights regards drink driving. If you drive at twice the legal alcohol limit you are at least 30 times more likely to cause a road crash, than a driver who hasn't been drinking. On average, 3000 people die in road collisions where alcohol has played a significant factor in the accident and nearly one in six accidents in the UK have been caused by a driver being over the legal limit.

Young People Given a Chance to Develop by Lancashire Fire Service

Inspired by HRH the Prince of Wales, Lancashire Fire and Rescue Service’s Prince’s Trust Team programme enables 16-25 year olds to develop their confidence, motivation and skills through a 12-week course. Fatality, fire in Tarleton, 11 July 2008

At 2.57am this morning Lancashire Fire and Rescue Service were called to attend a house fire on Heritage Way in Tarleton. The fire was severe and firefighters were required to use a door ram to gain entrance to the building. Ten firefighters equipped with breathing apparatus worked to bring the fire under control. Four pumps and an aerial ladder platform were in use.

An event designed to promote the recruitment of women in firefighter roles in Lancashire took place at the Lancashire Fire and Rescue Service’s Training Centre at Euxton, Chorley. At present there are 26 women out of a complement of 1298 firefighters in the Lancashire Fire and Rescue Service, or just 2% of the total.

Green Light for Four new Fire Stations in Lancashire

Lancashire Fire Authority’s bid for grant support from central government to build 4 new fire stations has received formal approval from the Treasury. The decision means that the Fire Authority will build new community fire stations at Blackburn, Burnley, Chorley and Fleetwood through a Private Finance Initiative (PFI) scheme.

Child Fire Safety Week

Fires in the home kill dozens of children every year, accounting for nearly half of all accidental child deaths. Children are naturally drawn to the warmth and light of fire, but without the proper guidance this can turn into a dangerous fascination. Nearly 1,500 fires in Lancashire have been caused by children under 17 in the last year.

Princes Trust Team Renovate Former Hardware Store

A former hardware store on Birkdale Drive, in Ashton, Preston has been given a transformation worth thousands of pounds thanks to a group of volunteers taking part in the Prince's Trust 12-week TEAM programme. The shop was the focus of a three week community project by young people from the Preston area who started the course on the 12th May.

Lancashire Fire and Rescue Service is set to cut its carbon footprint and reduce its energy bills by joining phase six of the Carbon Trust’s Local Authorities Carbon Management (LACM) programme. Lancashire Fire and Rescue Service is one of 74 local authorities from across England, Scotland and Wales to participate in the latest phase of the programme, which will see participants collectively cut their carbon footprints by 518,000 tonnes and energy costs by £50 million per year.

County Councillor Dorothy Westell, a member of the Lancashire Combined Fire Authority visited Hyndburn Fire Station on Wednesday 4 June. Councillor Westell, who is also the member champion for older people, met members of the Community Fire Safety department and firefighters at the station and discussed projects such as the Home Fire Safety Checks.

 

Fire Safety Advice for Drug Users Launched

Lancashire Fire and Rescue Service have launched a safety card for drug users warning them of the risk of fire. The card, which will be given out at pharmacies and needle exchanges, has been created following a tragic fire in Blackpool on 5th June 2007.

Firefighter Awarded for Introduction of SMS ‘999’ Service

In January the Lancashire Fire and Rescue Service (LFRS) launched a new SMS text service for deaf, hearing and speech-impaired people, enabling them to contact the service by texting in an emergency. This initiative was developed by Firefighter Karen Campbell from LFRS Fire Control - the 24/7 team who are the vital link in our emergency response, handling 999 calls, mobilising fire engines and crews and communicating with all the other agencies involved in incidents.

Lancashire Firefighter Wins Public Service Person Award

Lancashire firefighter, Phil Whittaker has been awarded the 2BR Public Service Person award for his dedication towards a young boy from Oswaldtwistle, despite suffering a personnel tragedy himself. Phil who is a Watch Manager on Green Watch at Hyndburn Fire Station, lost his 10 week old son Joshua a couple of years ago after he suddenly stopped breathing. Eighteen months later, Phil was introduced to a young boy called Ethan Naisbitt.

Change Your Clocks, Check Your Smoke Alarm

This weekend the clocks are going forward, however, Lancashire Fire and Rescue Service are not only reminding the public to change their clocks but also to check their smoke alarms. Nationally, 80 per cent of the population own smoke alarms, but statistics show that one in every eight house fires attended by fire and rescue services, the smoke alarm failed to work. Most house fires start at night and the real killer is smoke. If you are asleep and your smoke alarm does not wake you up, your chances of survival are virtually zero.

New SOFTRAK fire engine for moorland fires
19th March 2008
A remarkable all-terrain fire engine, the ‘Softrak’ has joined the Lancashire Fire and Rescue Service fleet. Softrak is a lightweight caterpillar-tracked vehicle that can carry firefighters and the equipment they need to fight fires in off-road situations such as woods and moorland, promising to be a hugely effective asset for tackling the hazard of moorland fires. Development teams from Lancashire Fire and Rescue Service worked closely with the Devon-based manufacturer, Loglogic to create a unique firefighting resource.

Green is the New Red for Lancashire Fire and Rescue Service

Lancashire Fire and Rescue Service are leading in innovators amongst other Fire and Rescue Services, as they were the first to use Plastisol bodies and crew cabs in fire appliances 13 years ago. The Fire and Rescue Service, with headquarters in Preston, has 67 pump ladder appliances that are fitted with Plastisol bodies and crew cabs. The first of these appliances is due for replacement in the coming year.

Statement on Injury Pension Overpayments

When a firefighter retires with an injury pension, the part of the pension relating to the injury can vary depending on the amount of money received through incapacity benefits paid by the Department of Work and Pensions. The onus is on the individual to notify the pension provider of any changes in the level of incapacity benefits paid.

 

A Leap into Rock for Lancashire Fire and Rescue Service

A ‘Rock and Roll’ party hosted by Lancashire Fire and Rescue Service for the county’s firefighters and their families and friends raised over £700. The event was held at Fulwood and Broughton Cricket Club on Friday night and all the money raised was donated to the National Fire Service Benevolent Fund.

‘Lucky’ Rescue for Lancashire’s Horses

In Lancashire, one of the largest Shire counties in the country, there are a significant number of incidents each year where horses or cattle have to be rescued by firefighters. Last year, 28 horses and six cows were rescued by Lancashire Fire and Rescue Service, compared to 2006 when 24 horses and 19 cows were rescued. Training firefighters to rescue large trapped animals has in the past been problematic but Lancashire Fire and Rescue Service have recently bought a life-size horse training mannequin from the United States of America to aid the rescuing techniques.

When We Leave, What Do You Do Next?

Lancashire Fire and Rescue Service have recently published a booklet that will be given out to members of the public after a fire or flood and once firefighters have left their property. This booklet has been produced following the ‘After The Incident Survey’ carried out by the Opinion Research Services in 2006/2007. This survey showed that Lancashire Fire and Rescue scored highly in comparison to other Fire and Rescue Services, being rated 3rd out of 32 indicating the continuing need for a post incident information booklet.

Pooch Power: Search Dog Recruited To Fire & Rescue Service

A new elite canine is joining Lancashire Fire and Rescue Service to sniff out people trapped in collapsed buildings. Isla, a collie, will join Holly, another collie, who works for Lancashire Fire and Rescue Service.

 

Attacks on firefighters
11th February 2008
The Fire Brigades’ Union (FBU) has today published a report ‘Easy Targets?’ on the issue of attacks on firefighters. Along with figures from all Fire and Rescue Services in England and Wales, the report cites the number of such attacks recorded in Lancashire, 26 in the fiscal year 2005-2006 and 38 for the following year. The figure in Lancashire for attacks during 2007-2008, though not incorporated in the report, was 50 attacks. This should not be interpreted necessarily to be an increase in the incidence of attacks so much as a reflection on the work done by the Lancashire Fire and Rescue Service to encourage its staff to report incidents.

 

Ban The Pan During National Chip Week

The Lancashire Fire and Rescue Service is supporting National Chip Week (11 - 17 February) by urging people to stop using chip pans, as they are a major fire hazard. In Lancashire, last year, there were 107 fires in domestic properties that were started by chip pans. This number has halved in five years, when in 2002 there were 217 fires caused by chip pans.

 

Lancashire Fire and Rescue Service’s Fire Safety Commendations

Lancashire Fire and Rescue are going to award five employees Commendations for their excellent work in Fire Safety. The event will take place on 6th February at 11:00am at Skelmersdale Fire Station. This will be the first time in the Service’s history that Commendations will have been given to staff for fire prevention.

 

Fire Service league table determines Lancashire Fire and Rescue Service is ‘Improving Strongly’

As part of its annual ‘health check’ of the 46 Fire and Rescue Services in England, the Audit Commission has today published its findings for 2007/08. These show that the Lancashire Fire and Rescue Service is one of just five services who are considered to be improving at the fastest rate and who received the strongest endorsement of progress as a consequence, defined in Audit Commission terms as ‘Improving Strongly’.

Check Your Electric Blanket, It Could Save Your Life

Each year there are approximately 1,000 fires started in the UK caused by faulty electric blankets. For Lancashire Fire and Rescue Service, since Christmas, firefighters have been called out to a number of fires that have been started by faulty electric blankets. Unfortunately, one of these fires tragically killed retired fitter, John Mercer on 28th December in Blackburn.

 

Nightclub Owner Found Guilty of Fire Safety Breaches

On Thursday 17th January, the owner of the Cellar Bar, King Street, Blackburn, Mr Daniel Hook was prosecuted under the Regulatory Reform (Fire Safety) Order 2005 by Lancashire Combined Fire Authority.

 

Lancashire Fire and Rescue Helps to Drain out the Floods

Lancashire Fire and Rescue Service deployed specialist equipment to Humberside following heavy rainfall in the region in recent days. Lancashire Fire and Rescue Service’s High Volume Pump, which is based in Burnley, was delivered to Hedon, in Hull where there were 180 properties at risk from flooding.
