Co-opted Independent Member to the Audit Committee of Lancashire Combined Fire Authority (LCFA)

Location: LCFA Headquarters - Garstang Road, Fulwood, Preston, PR2 3LH

Remuneration: £1,500 per annum

Working Arrangements: To prepare for and attend four committee meeting per year (current provisional dates are 01 October 26; 15 December 2026; 25 March 2027; 30 June 2027; 30 September 2027; 25 November 2027).

To attend additional meetings if needed to chair member conduct proceedings.

Job Details:

An opportunity has arisen for an individual to join an inclusive and values-driven public sector organisation with an outstanding organisational culture.

We are seeking an independent, impartial and experienced individual to support the work of the Audit Committee by providing objective expertise, constructive challenge and effective scrutiny. This is an important role that contributes to the promotion of good governance, accountability and ethical standards across the organisation.

The successful candidate will be required to prepare for and attend all Audit Committee meetings, providing independent and politically neutral expertise and scrutiny. They will also act as Chair for any hearings relating to the Members' Code of Conduct, which may take place during scheduled Audit Committee meetings or as additional meetings when required.

The successful candidate may also be required to attend relevant training and development activities as necessary. This will be in addition to the requirement to attend scheduled meetings.

The appointment is for an initial term of two years, with the possibility of a further two-year extension.

Eligibility Criteria

To be considered for this role, you must:

  • Be aged 18 or over.

  • Not currently be, nor have been within the last five years, a councillor or employee of Lancashire County Council, Lancashire Fire and Rescue Service, Blackburn with Darwen Council, Blackpool Council, or any related wholly or partly owned organisations.

  • Not be a councillor or employee of a parish, town or district council within Lancashire.

  • Not be a close relative, friend or associate of a councillor or employee of the organisations listed above.

  • Not be a member of, or have any formal connection with, a political party or political group.

  • Not be disqualified from serving as a councillor.

  • Not have any significant business dealings with Lancashire Fire and Rescue Authority, Lancashire County Council, Blackburn with Darwen Council or Blackpool Council, including through an organisation that receives grant funding from these bodies.

As an Independent Member, you will provide objective challenge, support robust governance arrangements and help ensure effective oversight of audit, risk and ethical standards.
